PURPOSE

The workshop was organized by Living Oceans Society to help advance the DFO-led PNCIMA planning process. The outcome sought from this workshop was to help move the PNCIMA planning process forward in a constructive way. The goal was to facilitate progress and success in PNCIMA by collaboratively producing a series of suggested ways forward specific to PNCIMA that can be utilized by those leading the process. Six renowned national and international marine planning experts reflected on how they have seen issues dealt with successfully in other jurisdictions. They provided ideas and suggestions based on their experiences in other planning processes and best practices from around the world.

RESOLUTION

The workshop generated a joint resolution calling for government action that was signed by 31 representatives from industry, First Nations, local governments, universities, tourism groups and environmental organizations. The resolution calls on the federal and B.C. governments to allocate funds in their 2008 budgets for marine planning in the Pacific North Coast Integrated Management Area (PNCIMA). The signatories ask that a public announcement officially launching the process be made by March 31st, 2008.

The resolution also urges Ottawa to implement Integrated Oceans Management under Canada’s Oceans Act , and asked the Province of B.C. to actively engage in planning for PNCIMA.

PARTICIPANTS

The participants at the two-day facilitated workshop included invited representatives from the federal and provincial governments, First Nations, and key stakeholders from the PNCIMA region. Participants heard the expert review panel’s findings and then worked collaboratively by contributing their own knowledge of the region to identify ways to address issues specific to the PNCIMA process. Results from the workshop will be used to inform federal, provincial, and First Nations governments, ENGOs, and others on the best next steps to take to ensure success for the PNCIMA planning process.

ESSIM DINNER

A stimulating dinner event featuring discussion about marine planning on Canada’s East Coast took place during the workshop's first evening. The dinner provided an ideal opportunity for participants to network with workshop delegates and hear about Marine Planning Perspectives from the Eastern Scotian Shelf Integrated Management (ESSIM) Process.

Representatives from the ESSIM Planning office and the Stakeholder Advisory Committee (SAC) provided an overview of Canada’s most advanced Integrated Management Process to date - ESSIM. It highlighted how the process has unfolded since its initiation and profiled some of the key challenges faced and lessons learned. The presentation brought together members of the diverse stakeholder advisory committee who spoke about their sectors’ experiences with the process. Their remarks focused on issues that they have been able to collectively address as well as those that have been difficult to address.
